The SGRC and Moody Air Force Base are pleased to announce the receipt of a major planning grant from the Department of Defense, Office of Economic Adjustment, to undertake a Joint Land Use Study (JLUS)  The grant will address the compatibility of growth and development taking place around Moody in Lowndes, Lanier and Berrien Counties due to current and future operations of Moody. 

To carry out the planning process required to properly address this important issue, the Southern Georgia RC is creating three committees to work with RC staff and Moody officials: a Policy Committee, a Technical Committee and a Citizens Advisory Committee.  The Policy Committee will help establish the overall direction of the JLUS project, review and approve policy recommendations, review and approve draft and final written reports, and assist in establishing a process to monitor implementation of adopted policies.  Mr. Parker Greene, Executive Director of the Moody Support Committee, has agreed to serve as Chairman of the Policy Committee.  The Technical Committee will assist with research and data collection, provide substantive input and assist in the formulation of recommendations.  The Citizens Advisory Committee will provide input from the perspective of study area residents.

Berrien County JLUS Implementation

Berrien County is working with the Southern Georgia Regional Commission to implement several new policies, procedures and ordinances which were developed during the 2012 Moody Air Force Base (MAFB) Joint Land Use Study. The documents include a Memorandum of Understanding between the communities and MAFB for mutual notification of activities with potential impacts, a Communication Plan, the development of several policies to be included in the current update of the Comprehensive Plan, adoption of an Overlay Zoning District with regulations regarding land use, height restrictions and lighting, and a Noise Attenuation Construction Standards Ordinance to require additional standards for construction in areas impacted by aircraft noise from operations at the base.

The draft documents will be posted to the websites of the Southern Georgia Regional Commission (, Berrien County ( on or before May 15, 2014. Hearings on the draft documents and their adoption will be held at the Berrien County Planning Commission meeting on May 22, 2014 at 5:30 p.m., at the Berrien County Commission Workshop on June 3, 2014 and the Berrien County Commission Meeting on June 10, 2014 at 6:00 p.m. All meetings will be held at the Berrien County Administrative Building located at 201 North Davis Street in Nashville, GA.
